If we’re sticking close to canon, I’d have to guess an office of some sort. The furniture and the Official’s Robe are suggestive. Given its location in Leyndell’s walls and on the way to the Forbidden Lands, I’d guess that it’s an office for a captain of the guard. Some knight or other who oversees patrols/guard rosters/border security. That’s where he does his paperwork. I have no evidence for this but that it makes more sense than them sticking some bureaucrat attached to the court in a literal hole in the (city) wall.
